While Scope In/in Scope view is there any possible way with existing settings in mfps to make a blur effect on guns?

No, there's not an existing setting for that specific effect,
but you can implement it, the code that you should look at is in bl_Gun.cs -> Aim() and bl_PostProcessEffects.cs,
that PP Effects is called Depth Of Field.
